How to configure Windows for a large number of tcp connections (tcp stack optimization)?

Hello, I deployed a lot of vpn connections on the VPS, forwarded them to different ports from 28080. And when I start using them, connecting from the outside, this is what FIN_WAIT_2 looks like on this VPS, as far as I know, the presented result is bad.

At the same time, the Internet channel itself is loaded rather only with the number of requests, the load in mb / s is small, but the requests hang in the queue from which and it is lower than it should be. As far as I know, VPS on Azure should pull this, or not?

For some reason, specifically on Windows 2012 R2 (I specifically installed this version), they don’t want to run commands
