How to configure Tsung for a task?

What should the configuration of Tsung look like (or any other utility for load testing with a performance of more than 40,000 rps), if:
1) The list of URLs must be taken from a file
2) The responses of each URL were written to a file, in the format URL: response_body (if the server response code 200) and URL:code_status (if response code is other than 200)
3) RPS = 40.000 or more
