How to configure IE\windows to proxy only one address in windows?

Good afternoon.
I have a server under win server 2016, in the ie settings the proxy settings for machine #2 are specified. #2 this is a desktop in win10 and a vpn client through which the 172.16 network is available, a proxy server is installed - privoxy.
In such a scheme, all http requests from the server go through the proxy, you can specify exceptions that will go past the proxy.
How to make http requests go directly from the server, bypassing the proxy, and only 1 request at 172.16 goes to the proxy?
