How to configure access from one VLAN to another?

Hi all!

Please tell me, when configuring VLAN on Cisco switches, how to organize interaction between VLANs.
Only with the help of routing?
There is a network 192.168.1.0/24 I want to make 2 different VLANs to divide the PC into groups. I need to split 192.168.1.0/24 into 2 subnets 192.168.1.0/25 and 192.168.1.129/25, on the PC assign addresses with such subnet masks for VLANs. and for access from one VLAN to another add a router and prescribe routing or is there any other way to configure???

It is correct to use a router for a similar task. Or a switch with the L3
UPD function, if both Vlans are on the same router, then routing does not need to be configured.
