How to conduct an honest check of the validity and availability of domains?

Most domain registrars offer an online domain check for availability and registration. But... all registrars:
a) are limited in their search to only the domains they can register, and not all possible gTLD/ccTLD
b) each registrar has his own opinion about domains: someone thinks that, for example, domain 22. to or a.cx, I can register, someone thinks that the domain is already registered, and someone writes that it is not valid at all in accordance with the rules for this zone.
Therefore, the question is:
Is there an online service/console utility that can feed a string, and at the output get a list of allpossible gTLDs/ccTLDs, their actual validity under the rules of that top-level zone, and if valid, their registration status.
