SSD, fanless power supply, passive heatsink for CPU and GPU.
But keep in mind that the power of such a PC will be so-so, and the price is hoo.
If you mean an already existing PC with disks, then you can take it to the mezzanine and forward the wires to the workplace or paste over the inside of the system unit with noise-absorbing material.

Eliminate sources of noise :) I mean rotating parts :)
That is:
- PSU with passive cooling. I don't know if they exist, they are probably expensive.
- No coolers on the case
- CPU cooler is passive. Again, I don’t know if there are such, they are probably expensive
- the vidyuhi cooler is exceptionally passive. I had one, occupied two slots, was far from the most powerful.
- Screw - only SSD
- Essno no archaic type DVD
Expensive, long, complicated, unreliable. You still need good airflow - after all, all these pieces of iron are needed only to dissipate heat!
