How to compare fio results when testing VDS with serverbear?

Hello! Looking for a high performance VDS/VPS hosted in Russia, I'm testing with serverbear . Comparing VDS service from Timeweb and server in Selectel Virtual Private Cloud. Timeweb result and Selectel result .
It seems that the processor of the second one is more powerful, and the disks (on the I / O tab) work well for reading / writing, but the values ​​​​obtained as a result of running fio differ many times! Moreover, the values ​​of Timeweb are close to the average for the hospital (if you look at the sample of the serverbear itself), but the selector ones are very low (for an SSD drive).
How can this be explained?

yes, the selectel has, according to the support, an Intel DC3500 SSD, for them there are fio tests on the Internet , there are also quite different numbers than you can see from the selectel benchmark.
upd: found the answer on habré . Taki cut the performance of disks forcibly.
