I want to promote the site with several thousand low-frequency articles. The question is where to get them? Are there relevant services/programs? How is it generally done?

Alternatively, you can use programs to collect the semantic core.
For example, the same Key Collector or its free version.
If you need only low-frequency ones, then sort it out in the program - I don’t see a problem.
