How to check the developer for honesty?
Now I am talking with a freelance developer, I asked him to reset the work of similar sites as I want to do. He gave me the most important competitor on the market, a really strong site, although he does not have this site in his portfolio. How can this be checked? I think writing to a competitor is not an option.

What did you stick to him (the developer)? Either you trust or you don't. Don't waste your and others' time.
If this issue had a solution, the whole industry would die out (HR). In general, there is no way to check before starting work. All methods have limitations and do not guarantee anything. And then, even a good developer may be incompatible with you. A working relationship is also a relationship that is not limited to the formula money = product, and not every two people can cooperate, even if each of them is a professional in his field.
Exactly one month ago, I refused to finalize the site, which was written by a person who writes in his Upwork profile that he:
1) Graduated from Moscow State University
2) Completed complex non-trivial courses on Coursera
3) Has 5 years of experience in developing websites
4) and other regalia
So, his code was completely non-working bullshit. A Hindu from the village would have written better. So guess whether he is lying about his achievements, or I don’t know what it was at all.
Alternatively, you can ask what tasks were set and how they were solved (if you rummage about what he coded there).
But, as mentioned above, this work will not necessarily be in his portfolio. To myself, for example, I post works that are made by me, and not by the studio. Often there are projects that are asked not to be uploaded to the portfolio (for various reasons). There are works that I personally do not want to put in my portfolio, but they may be just the ones that are relevant to you.
Also, do not forget that posting work in a portfolio is not just uploading a photo, and sometimes there is not enough time at all in a turbulent flow of orders. Personally, I will never upload about 5-7 works to myself, simply because there is not enough time.

Ask him if HE made the site. Because in the task "reset the work of similar sites as I want to do" it does not mean that you need to show exactly your work.
If he didn't do it, he'll tell you so.
If he did it, ask him to confirm it by entering some field in the site header, for example, as Google asks to do when you need to confirm the site ownership. For example, ask to add a meta tag<meta name="prove" content="YanBlood">
Just think about it, what is the probability that HE made your competitor's website?

The person is a good salesman that made you so doubtful, and you already want to hire him, but your instinct tells you that you are being swindled :)

1) Ask your friend to write to a competitor
2) Ask why this site is not in the portfolio
Ideally, track the developers yourself, follow the articles / comments on Habré and other sites, then try. Without having worked it is impossible to say whether the developer will be good or bad.
