How to check incoming links to a site?

There is a site with 20 incoming and 40 outgoing links. For 2 months, 30 links were purchased, all of them appeared in the webmaster. I decided to check the change bar through RDS, I go in and there are still 20 incoming and 40 outgoing ones, although at least a month has already passed after the purchase. Through other free services I also checked without changes. Maybe I'm not looking right or how to check these links correctly?
