There was an idea, in order to raise the search ranking, somehow unify the URL.

hash is the anchor on the page, so the content of this hash must always be present at the given url. Based on your description, the content on the page will change depending on the parameter after the hash. And this is not acceptable for search engines. Accordingly, this option is not suitable. Otherwise, your PS rating will be downgraded
PS - the hash can be indexed by search engines. But the preferred option for PS is ajax (!#), get parameter or url without parameters.
Using get parameters or url without parameters will not affect your ranking in any way, just like ajax. The main thing is not to duplicate content on the site.

In your case, only the source will be relevant.
And, in both cases, you can do it without rebooting. Forcibly change the get parameters on the CNC URL, and the address will be as in the first option
