How to check if security is enabled in chrome?

Good day!
This example is from the book: opening chrome with the --disable-web-security flag disables security.
After the chapter has been completed, the author indicates that it is necessary to restart the browser in order to be able to surf, which I did.
Here's how to now check if the browser starts correctly (i.e. without this flag)

If without a flag, then it is correct. The flag has an effect only on a specific session of the application.
