That cmd in Windows already transfers UTF8 normally?
I remember in Vin7 and below it was distorted if you set UTF8. However, I have not been interested in this topic since then.

But I would just use chcp. You can make yourself a shortcut on the desktop to cmd.exe, so that this command will work there when you start it.
