How to change the dynamic range of ports in Windows XP?

The dynamic range of ports in Windows XP is by default from 1025 to 5000, and, starting with Vista, from 49152 to 65535. In the latter case, it is known how it can be changed. But how can this be done in Windows XP?

There is such an article on 2003.
Potentially, XP should be configured in the same way.
