How to change the account if you do not have rights to launch applications?

In Windows 7, there were 2 accounts: one - Administrator and the other - General Access. A ban was introduced on the installation and launch of programs / applications, which manifested itself in the Administrator's password request. The admin has been removed, and the password request messages have changed as follows: there is simply no "Yes" button to allow the application to run (or rather, it has become gray and does not work) and the inscription "To run this application, you must enter the Administrator password." If you try to change the type of account, again, this comes out. In complete confusion ... Unless you try through the command line.

You can try downloading the special password reset utility [email protected] Password Changer. Alkidlive DVD has one.
It allows you to change the password and create accounts, for sure will help.
