How to change file name encoding?

I learned that in order for files to work correctly on the server (for example, pictures are displayed) with a Cyrillic name or with spaces in the name, you need to check the box in the FTP manager when uploading such files to the server - so that it forces the UTF-8 encoding for filenames.
And how to do it WITHOUT an FTP manager?
I want to pack all the files into an archive and upload them to the server through the admin panel (it will be faster this way). But then the step with the forced setting of the encoding for file names is skipped.
How can I change the encoding of their names before I pack the files into an archive?

in the archiver, check the box "names in utf8"
in most modern it is enabled by default.
test for peace of mind. then make a couple of empty files with a Cyrillic name - pack - copy to the server - unpack - check the correctness of the names
