How to call from the server to the phone?

How to call yourself from the server to your phone?
In fact, I don’t even need to pick up the phone, it will be something like a notification to the phone through a call.
I have notifications via SMS and telegrams, but I may not hear or the notification may come late, so I would like to do it also through a call.

1) Find any 3g modem in the closet.
2) Put a SIM card on which there is money in the modem.
3) Insert the modem into the server.
4) On the server, find the modem port and shove the ATDT number into it;

Skype has a webmord. Put Headless browser on the server, which are now a lot of divorced. And call via https://web.skype.com/ the fact of establishing a connection seems to be free, but I did not check it myself.
