Raise your telephony server or register a cloud PBX. You register, connect your SIP client to their telephony server, and then it's your choice:
- rent a number from them and call at their rates
- get a few more SIP numbers and register all your close SIPs, calls within one SIP network are free.
- you buy a GSM gateway (for example, goip), install it in the country where you will call (for example, with your parents), connect it to your SIP server, put a SIM card into it and call at the local tariffs of the GSM operator
- you buy an FXO gateway, install it in the country where you will call (for example, if your parents have a home phone), connect it to your SIP server, and call at local rates
