The penalty (for non-compliance) and the gain of experience depend on the level:
Level 1:
Required experience - 0, bonus +20, penalty 0

Required experience - 0, bonus +20, penalty -5
Level 2:

Level 3:
Experience required - 500, bonus +20, penalty -20
Level 4:
