How to bypass the Provider's speed limits through hidden traffic (it was possible through VPN)?

My provider Altel 4G Blocks speed up to 256 Kbps and also P2P traffic. Previously, it was possible to encrypt traffic through a VPN network, and the Provider, without noticing this, removed the restrictions on the speed of P2P traffic.
Now, VPN networks have also been cut off, and so the idea came up to use SSH Tunnels, but I can’t organize it in any way, and I don’t know if it will work at all.
I would also like to add that from the Java page, when downloading a file, the restriction simply disappears! I didn’t notice this on other sites, it seems that everything is encrypted there too, so I’ll be glad if you explain everything to me and tell me!
