How to bypass Megafon's restriction on IP access between its subscribers?

Megafon has an unobvious restriction for subscribers of its mobile network, which is described, for example , here :

The service does not provide the possibility of a direct IP connection between two subscribers using IP addresses assigned by the North-Western Branch of MegaFon PJSC

(about the “Static IP-address” service)
That is, if two certain devices go online using a megaphone modem, then they will not be able to see each other , from the word at all. Despite the fact that from other networks it will be possible to reach each of them without problems.
How can this limitation be bypassed?
I would like to find some beautiful solution, because. most of the network is on Megafon, and the IP was specially ordered to access the server from any remote office in order to do without third-party VPNs (before that, they tried to work through Zerotier for some time , for example).
Megafon itself has a "Virtual Private Network (IP VPN)" service, but it is described in very general terms, it is not entirely clear what exactly is offered, whether it is necessary to buy their equipment, neither prices nor technical details are given; and technical support carries some kind of heresy, about the fact that a static IP is a VPN.

Just take any wired provider, buy a white IP from it, set up your VPN on it and forget about problems for a long time. If pptp do not go well, then l2tp, in principle, work everywhere.

How are they connected to the megaphone, as an individual or as a legal entity?
IMHO the easiest way is to place a gateway on a collocation or deploy a gateway in the cloud.
