How to bypass dorm internet protection?

He left to study in Poland. They promised that there would be Wi-Fi on every floor in the hostel, but this is not observed. In the room, however, there are 2 cables with the Internet, but I do not have a laptop to connect to the Internet. Mobile Internet is sorely lacking here, although they give from 10 to 200 GB per month (I'm so lucky that they gave me 10) and in a week and a half I have already spent all the traffic. Without the Internet, of course, staying is not an option (no connection with relatives, no help with studies, etc.). I decided to go buy a router, but before that I went, apparently, to the network administrator of the hostel to ask if it was possible to install a router, how and which one is needed. To all this, he told me that it would not be possible to install a router, because in the hostel there is some kind of protection on this very Internet, which will not let the router through and it will not be able to distribute the Internet and I will just spend money on the wind. Also, as he said, it will not be possible to pass only because the router cannot be registered on their website, which can be done on a laptop and then it misses. Can anyone tell me what kind of protection this is and is it possible to bypass it somehow? Much needed :s

Binding by MAC address. It is easily interrupted on most routers from the standard router interface.
After registration, drive the MAC from the PC into the router and everything should work.
