So far, we are considering the following payment options: from the current account of a legal entity or from a personal bank card?

You design a site for a Ukrainian (a citizen of any country that does not have such an idiotic law), pay him for information services, place the site anywhere.
The site is not yours. You have nothing to do.
PS: There are just a lot of Ukrainians living in Russia, so it's easier than Burkina Faso and cheaper than a German.

If you want on behalf of the legal persons to pay abroad and do not know how to do it, it is better to consult with an accountant - and how he will then arrange it, or rather rake it.
And what about the law on the protection of personal data? Do you want to store someone's personal data on this server? Then you are going to break the law.
Is it about your personal data? Nobody cares about this in practice.
