How to buy an application from the AppStore from the developer and apply for yourself?

In short: I want to buy an application from the flippa exchange.
And arrange it for myself, I'm an individual entrepreneur (I can do it as an individual).
"Seller says: I will transfer the app to your iTunes Connect account."
What is the course of action? 1. Registration as an individual developer? 2. creating a login in and tunes.
Is everything right? There isn't a lot of info on the internet, so I thought I'd ask a question. confuses one.
- there was an article for 13 years and it was written there that I can only accept an application from another developer if I already have a working application. :-(((Now is this rule valid?

I have never transferred or accepted applications, but I will answer some of the questions:
You need a developer account (it doesn’t matter whether it is registered to an individual or an individual entrepreneur or a legal entity - this is already at your discretion in terms of your wishes to reduce taxation ).
Forget the word iTunes. You are interested in exactly "iTunes Connect". Located here: itunesconnect.apple.com is a developer's app management tool - it adds new versions, descriptions in different languages, from there you submit applications for review by the Apple team (when new versions are released), set prices, view application reports and sales, enter your bank details and so on. There (if I'm not mistaken) there is a tool for transferring an application from one developer to another, about which the seller tells you.
On the second question - the application is not registered for a specific country, you can change the checkboxes in the stores of which countries your application will be presented at any time through iTunesConnect. All past profits will go to the previous owner before the transfer date, all new ones will go to your benefit.
If you are determined to buy - just start by creating a developer account for yourself. All access to iTunesConnect and other apple developer services will become available to you immediately after the completion of the registration process
