Hello.
There was a story that we own a domain in the .org zone, and the .com domain was bought out, but when you open a .com domain, an empty page opens for 2 years now.

Why is it difficult?
Write a letter, call the phone, just in case, send a paper letter with an offer to buy a domain.
You negotiate a price of about $1,000, if the domain itself doesn't mean anything special, pay and transfer it to you.
GoDaddy.com has a service called the Domain Buy Service, for $69.99 they will contact the owner themselves and try to negotiate.
+ 10% commission or $10.00 fee will be charged (whichever is greater) if the name is successfully purchased. Fee is non-refundable.
sedo.com also provide intermediary services. Cheaper than 1k without having the contacts of the owner, you will not buy it.
