How to bulk change file encoding?

There are several hundred html files in UTF-8 encoding, I need to put them all in ANSI.
I tried it through the editor - everything works, but this is 1 piece - not an option.

PS UTF-8 -> ANSI is not the best idea. You are definitely doing something wrong.

there is a FAR Manager program, it has a fartrans plugin, it allows you to batch change the encoding.
