How to teach Ubuntu the correct encoding?

Often what is downloaded .. is displayed with incomprehensible hieroglyphs .. here is an example (screenshot 2 minutes ago):

There is a suspicion that this is cp1251 and ubuntu uses utf-8.
Google some scripts to change the encoding in filenames. (IMHO this is not an ubuntu cant).
ps
EMNIP modern versions of Windows also use utf-8.
