How to broadcast VLC stream from server 1 (windows) to server 2?

There is a server on windows xp with a dedicated IP with VLC
Broadcasting everything goes, it works, but we only open it on the same server.
Question:
How to open access to this IP on the port so that others from another part of the planet can see this broadcast?

Well, yes, if you are behind NAT and forward the port and you have a static white IP or a dynamic one, but you use DDNS.

More information, more: what stream (udp, http, rtsp), what network configuration (white ip-shnik, dns, port forwarding), how you run vlc (outgoing interface, ttl, codecs), how they will look from another part of the planet ( Will they also watch vlc or in the browser, will there be a tunnel or a regular connection, will there be a proxy)?
