How to broadcast to a remote TV from a computer under linux?

There is a TV available, some kind of Samsung, not smart tv without the Internet. Hdmi inputs are available.
There is a laptop under debian linux in a room far from it.
The apartment has a wifi router, a laptop is connected by wire, a TV in the wi-fi zone.
How and with what to implement the following scenarios:
1. Select a video on YouTube on a laptop in a browser (chrome), and press the button to go to watch it on TV.
2. The same but video for example from VK
3. How to broadcast an mpeg file - a movie from a computer to a TV.
What you need to buy, what device to make it possible.
You can’t plug a direct cable into the TV, bearing walls, and very far away.

If the TV itself is "stupid" with only inputs, and the cable is not an option, then there are no options left how to buy a set-top box with wi-fi.
In this case, in my opinion, the best option would be a microcomputer like MK808 / T428.
The issue price is about 2000 rubles.
Then there are many options
- VNC, Miracast, RDP and other methods of broadcasting / remote control
- Use the set-top box as a separate computer. I don’t know about it now, but youtube had the option to connect the device as a TV, which makes it possible to remotely post videos. For vk, you will have to come up with crutches. Ordinary files can simply be shared via SMB and run directly with an explorer like ES Explorer.
- Do not use a laptop at all, but use the set-top box as a full-fledged PC.
