How to block file transfer in icq?

Old users before me are limited to transfer files (not known to me), when installing ICQ on new PCs, sending files works successfully.
At the same time, in a very old version of ICQ, the send button is not active (in gray), in the newest version of ICQ, nothing happens when dragging/inserting/selecting a file.
How to make such blocking of sending files?
Current solution: blocking access to sites files-upload.ovip.icq.com files.ovip.icq.com on the gateway with PfSense , while the icon of trying to send a file is spinning in the chat window - i.e. this is a different way, I suppose something has been changed in the registry.

I don't use ICQ
But there are paid DLP programs. Filters a single application to send files to the network. For example, I configured it so that it is impossible to attach an attack to Gmail in any browser and it is also impossible to send a file via Skype (Windows)
