How to block access to a specific page of the site?

Hello.
It is necessary to block access from a computer (Windwos 7) to this page mc.yandex.ru/metrika/watch.js.
But you need to block it using PC tools, browser extensions like Adblock and Ublock Origin cannot be used.
It does not work through the hosts file, only access to the mc.yandex.ru domain is blocked, and the mc.yandex.ru/metrika/watch.js page opens fine.
What other options are there?

Moved from comments to solutions:

via hosts should work, just after editing hosts run
ipconfig /flushdns
clear the browser cache, and reboot just in case
