How to automatically create virtual machines for dev/qa/etc?

VMware

There is a physical server under Ubuntu. Vmware Workstation is installed on it, Atlassian Bamboo and Gitlab build server is running on Vmware.
One of the tasks - after building the project, deploy it to a test machine that would be created automatically. Considered Vagrant + Ansible I would like to know if there are better solutions?
It is worth noting that the projects are not web services, but cross-platform applications with a user interface.

Ansible seems to have a module for vmware

Ansible, Salt or powercli for vmware.
Or you can take terraform
