VCSA 6.0 won't start. Error 503. Which is better: upgrade to 6.5 or install a new vcsa 6.5?

There is a cluster from esxi 6.0 hosts. VCSA server appliance v.6.0 does not work, "503 Service Unavailable" error. Several of service. There is enough space for all mountpoints.
The question is, what is more rational:
1. Trying to revive 6.0 vcsa.
2. Roll update to version 6.5 and maybe vcsa will work.
3. Install a new vcsa 6.5 and re-enter all esxi hosts in the domain?
There are no backups of VM vcsa 6.0, it happened.
Anyone with similar experience please share.

The new sphere is not only to re-drive the hosts. This is re-distributing rights, re-scattering resources (if any). This will go for the last resort.
Try the upgrade first.

Thanks to all who responded. In my case, it helped as CityCat4 last resort wrote, only the new vcsa.
