Why are changes not saved in FreeNAS?

I have FreeNAS 11.1 installed on VMware.
The main functionality is performed as it should, I can safely go to the balls under the login and all that. Services and plugins also work great.
But there was a need to connect Zabbix Agent to the server, for this I switched to the FreeBSD repository by editing:

/usr/local/etc/pkg/repos/local.conf
local: {
url: «file:///usr/ports/packages»,
enabled: false
}

Then:
/usr/local/etc/pkg/repos/FreeBSD.conf
FreeBSD: {
enabled: yes
}

This was followed by # pkg update

And it would seem that everything works and as a result Zabbix is ​​installed, but after the reboot I noticed that pkg udate does not work, then I checked local.conf and saw that the changes did not take effect after the reboot.

What is the reason for this and how can it be fixed? Searches lead to the fact that changes in the shell are not saved on livecd versions, on media.
I have an iso from an off site installed in a virtual machine. Or am I missing something?

FreeNas is designed to be installed on a flash drive and mounts the root file system in read only, so only what you configured via the web interface is saved in the config. Jail the agent or monitor it via snmp
