How to assemble an enterprise model (pseudo 3d)?

There is a task to transfer the enterprise plan (houses, about 50 pieces) to the site so that a person can go to the site to hover over the house they like and a menu (or something similar) with the amount (places, percentages) of employment will drop out. The data for displaying the fullness was taken from their Excel upload 1s.
What is better and faster to draw, how to bind to the site? Tell me at least in what direction to think and dig.
