Well, in fact, the video card will be useful when working in archicads / autocads, although R9 is clearly too much. For non-professional work in archicads / autocads, a cheap R7 model or something similar will suffice. All that is more powerful is only necessary if you work a lot with visualization.
Regarding the SSD - for a budget system unit, it will probably be superfluous, I took SHDD for myself, in general, there is not much difference. An SSD would be nice, so if you have some of the budget left, it's better to take which one, but not critical.
Processor - if you take a video card from AMD, then I recommend taking a percentage from them (if you take an APU, such as A-10, otherwise there is not much difference), or take some kind of nuclear FX. See the specific model based on the budget.

why listen to consultants in stores when normal online stores either have a configurator so that you yourself choose everything you need, or there is a normal list of ready-made configurations for adequate money. So, a system unit on i3, with 8GB of memory, anyhow, with what kind of mother and anyhow with some kind of case with built-in shit comes out at about 17k, on i5, respectively, the price tag grows to 22k. I threw this in the "regard" configurator, somewhere it can be a little cheaper, but the general essence is this.
