How to argue with a megaphone?

Simka was not in the device for several months. I just don't use it.
The " tariff option " for 3G Internet is connected to the SIM card. Previously, if you did not pay on time, the provision of the service was simply turned off.
I used this SIM card for several years, until the megaphone began to specifically go crazy, and write off several thousand (leading the balance of the SIM card into a hard minus) in "insufficiently quickly connected" roaming. Let me explain - I'm driving a car with a smart, GPS-maps are enabled on the smart. I cross the border of the regions (and this happens quite often, Vladimir - Moscow, etc.) - immediatelyhuge amounts of money begin to be written off. Half an hour later, an SMS arrives stating that he was in roaming, and it would be necessary to switch. Even if you switch, the money still intensively continues to be debited for some time. Moreover, if the balance is negative (and a thousand or two rubles in the "basic" roaming mode are killed in a few minutes), then nothing can be switched or connected. In short, someone very smart in a megaphone decided to get rid of customers as efficiently as possible. I called many times, asked, cursed - they don't give a damn. Of the interesting things that I noticed - fools in TP. They don't really know how to talk. I ask her a question, to which, as it turns out, she simply does not know the answer, and in response she raises her voice and begins to be rude. Instead of googling, consulting or switching, he starts to freak out and run into the caller. It happened not once. Where do they get them from? After all, the company did not open yesterday, did it?
I solved this problem, as it seemed to me then, by switching to another operator, known for its loyalty to subscribers. Surprisingly, it turned out later that he had not decided.
The fact is that money continues to be debited monthly from the account of an unused SIM card. Simka is NOT in the device, just lying around doing nothing. A decent amount has accumulated, another number receives SMS with threats from megafondolg.
What to do?
I don't want to pay for something I don't use. Doesn't the law give me that right? I understand that in this case you can go to court, and, having spent enough time and money, get revenge. But maybe someone has already been in this situation, and can share faster ways to divorce with a megaphone?

There was a similar problem with another operator and in another country, but for much less money. In the service center, the girl showed me a clause of the contract, where it is written in an extremely confusing language that the operator has the right to take the client to a minus in case of non-payment. Megaphone most likely has the same thing. There is no point in judging. It's easier to pay and forget.
And the right solution to avoid problems is to regularly terminate the contract, and not stop paying.
