How to allow only two programs to access the Internet?

There are a lot of programs installed on the computer that send information. I would like to completely block all connections that come from the computer completely, to a single kilobyte.
After checking whether access is really blocked for all programs, I would like to make an exception for two.
Is it possible to implement this and through what program (firewall)?

Windows has a built-in
if linux - then depending on what you use (pf, iptables)

Можно сделать белый список адресов и портов, куда можно слать, иначе, я полагаю, трояны могут инжект в процесс и че дальше делать?
