There is a pptp server on Mikrotik, users connect to it. How can I create a list of IPs from which a connection is allowed and bind it to a VPN?

Make a rule in the firewall before the vpn port access rule or directly in the vpn rule itself. You can use address lists to store a list of ip addresses.
