VPN service. Is it possible to set separate external ip addresses for each connected user?

On what hardware can you deploy a vpn server, and give each connection the ability to give each its own external ip. Will be used for private service. With the number of connections limited by iron.

The equipment will be purchased by me, and the ip will be issued by the provider, as I understand it.

On anyone who will pull the number of users you need and, as a result, traffic. + Hosting must be able to give out the required number of IP addresses for you
Connected user can be redirected to the desired IP address using iptables eg
Start with a cheap VPS thread. further on the growth of users you will already increase

The main question here - in external addresses. They are, to put it mildly, not cheap and not every hoster gives out large bundles.
In general, it is possible to let out each vpn-client through its own address.
