How to add this effect to the photo?

Good afternoon, they asked me to remake the booklet printing file (20x40cm) for a press wall 3.5x2.5m, explained that the quality would deteriorate with such scaling. Then I found similar sources of a larger photo, but I can’t figure out what effects to add to make the photos look the same. As I understand it, it’s either a gray overlay or something else who came across tell me or at least tell me what this photo effect is called

well @AnneSmith

if you are talking about bleached with a blue tint, then try moving the hue / saturation
on 3-meter banners the resolution is quite low, check with the printers how much they need at least
