How to add my application (external site), from which I will make requests to bitrix24?

Previously, I added an application, indicated the url from which requests would be sent, the client_id and client_secret were generated in the application with which you can make requests.
Now I can't find such functionality...
I click "add application" - .bitrix24.ru/marketplace/local/edit/0/ - just a blank page.
