How to add icons in Ubuntu?

Good afternoon.
I'm poking around in Ubuntu 16.
Installed the server version, then rolled all xubuntu-desktop into it.
Everything works, but some icons are missing (in particular, the language). Became interesting. Put ubuntu desktop, xubuntu-desktop on top - there are icons.
How to download the necessary ones to the server edition?

this is a flaw, or maybe a feature of xubuntu-desktop.
RMB on panel -> Panel -> Add New Items -> Keyboard Layout

Легче поставить Xubuntu - все необходимые программы будут уже установлены.
Была та же проблема при попытке накатить XFCE на Ubuntu с Unity.
