For some reason, it is not possible to correctly implement the ability to add emoji to the Title of the site pages in HTML Entity (Decimal) encoding. In the page code, emoji does not save the encoding. Example: Encoding - 🚀= emoji - Does
anyone know what the problem is?

Try to insert not as an html entity, but just as a UTF-8 character. I checked - it is normally inserted into the title.
