Embed php code in joomla module?

I have a Joomla! 3.6.5 Stable
I want to paste code into value="<?php echo "Привет"?>";
What am I doing wrong?

1. Create a module of type HTML code.
   
2. In modules/mod_custom/tmpl folder create your output layout - copy and rename default.php
   
3. In this default.php do whatever you want.
   
4. Display this module in the position you need
