What is the best way to create menus for languages?

There is a site that has a general menu with a bunch of materials. I need to make support for Russian and English languages. The question is this. For the English language, of course, all materials and menus will have to be created from 0. But for Russian it is impossible to clone the menu in any way? And yet, for the Russian menu, should I clone materials? Or can you use the current ones by changing the display language in them?
