What is the best way to implement city selection (preferably country and city)? The site works in conjunction with wordpress + buddypress.

If there are not many cities, then it is possible through the admin panel:

in the docks Read about xprofile in the docks. This is the part of buddypress that is responsible for registration and advanced fields.
