How to add an item to the New context menu?

Hello! I know how you can create files through the context menu from a template. Example .reg:

[HKEY_CLASSES_ROOT\.htmltemplatefile]
@="htmltemplate"

[HKEY_CLASSES_ROOT\.htmltemplatefile\ShellNew]
"NullFile"=""
"FileName"="C:\\Users\\Admin\\Documents\\Templates\\index.html"
"IconPath"="%SystemRoot%\\System32\\imageres.dll,2"

[HKEY_CLASSES_ROOT\.htmltemplatefile\ShellNew\Config]
"NoExtension"=""

[HKEY_CLASSES_ROOT\htmltemplatefile]
@="HTML template file"

Is it possible to somehow add not a file, but a directory from the template?
