How to add a large number of subdomains to a large number of domains to a site with a minimum of effort?

Let's say there are 200 domains, you need to create 15 subdomains for each of them.
You need to transfer all of them to one file directory (to one site)
How to automate this whole thing? Are there hosters that allow you to upload subdomains as a list? Or maybe it's easier to do on VDS hosting?

There will be more freedom on VDS, you can write your own solution.
In ISPmanager or VestaCP, you can add aliases as a list, but for each domain separately.
