How to accept recurrent payments (subscriptions) in dollars without IP?

There is an almost finished site - a small subscription service that is already hosted but so far without a domain (on a VDS with a white IP address) and now the question arose of accepting payments. IP will be quite expensive for me (I'm 17 and this is the first project that is not a fact that it will succeed). Hence, I had a question about how to accept subscription payments in dollars without having an IP, and preferably with a payment interface in English for the end client.
